Hi Figaro,
I would agree with Helen on Cookie Pro and Civic. Also, TrustArc have a Cookie Consent Manager tool, which can link into an individual rights module.

CookiePro because it does the scan for you on a monthly basis which takes some of the legwork out of having to constantly update cookie profile. Though this doesn’t mean you shouldn’t check.
Civic because it is a very elegant and simple solution and easily customisable.
In both cases there is a free version, but how much you pay beyond that depends on the number of pages/cookies/size of organisation.

re. CookiePro: Do you have direct experience? I have used cookiebot for a while. It does the automated monthly scan/update, which is great; but it’s a pain to set up on websites with login “walls”, as they have to get a dev team to do it “manually”, and it takes them ages/requires reminders. How does CookiePro deal with that? Civic?

To be perfectly honest I don’t know – I just ask the team to implement a solution and they sort it.
