Those that work in the NHS. Please help! Just had this query. If a NHS Trust sends SUS data to the DSCRO who then send it to the CCG. In that chain, who would be responsible for at each point to ensure that, if applicable, patients are opted out.
If we don’t have any “opt-outers” once we send it to SUS then does the DSCRO check before they send to the CCG etc.
I hope that makes sense. The whole thing is confusing me to death.

My reading is that if you’re sending the data for the purposes of invoicing/tariffs then the opt-out doesn’t need to be applied.
In the flow between SUS and DSCRO the data is supposed to be anonymised (according to their website, I don’t entirely trust that it is) before it gets to the CCG for planning purposes (aggregate data will do for the CCGs.
Worth discussing your commissioning team, if you have one, you may be able to flag individuals who haven’t opted out (because NHSD in their infinite wisdom designed it that way) so that only those individuals’ data are passed through from the SUS.

The NDOO is to opt out for information being used for any other purpose than originally given (i.e unless its changed – research). Information being processed by the DSCROs and sent to the CCGs will be for management purposes (planning, invoicing etc) therefore the opt out would not apply.
