Refer a Friend scheme where friend A refers friend B to an organisation. Friend A confirms they have consent of friend B. Can the organization send an email to friend B, advising that friend A has referred them?

It’s not the ideal way to do it. The ICO has said that even encouraging someone to email a friend to invite them is not ideal.
However, as a risk based approach you would be better to supply a refer code to your customer that they can share with a friend who may wish to sign up. That way the friend does not have details past to the company (potentially unlawfully), and yet there is still an audit trail of where the referral came from.
